Penalties stack: per breach, per property
The Renters' Rights Act 2025 applies penalties per breach and property. For multi-property landlord compliance, one repeated failure creates multiple exposure points. Gas safety has separate HSE enforcement, and EPC and MEES have a separate £30,000 framework, with 2030 EPC C as the PRS target.
What the Renters' Rights Act 2025 changed for landlord compliance
From 1 May 2026, Section 21 ends and assured periodic tenancies apply. Possession uses Section 8 grounds. Gas safety and EICR failures no longer block Section 21, but compliance matters more.
If you let HMOs or in a licensing area, the rules go further
If you let an HMO, your duties extend beyond standard landlord compliance to HMO compliance. 5+ occupants from 2+ households sharing amenities need mandatory HMO licensing, with added fire safety and amenity standards. Selective licensing varies by borough, and smaller 3 to 4-person HMOs can require licensing.
