What the Renters' Rights Act 2025 means for your compliance exposure

The Renters' Rights Act 2025 brings new rules for London estate agencies to manage property certificates. From 1 May 2026, Section 21 ended, and ASTs became periodic assured tenancies. Councils gained new investigation and enforcement powers from 27 December 2025. Penalties reach £7,000 for less serious breaches and £40,000 for serious or repeat offences. Rent repayment orders can cover up to 24 months, and agents can fall within the rules. The PRS database rolls out from late 2026. The separate PRS landlord Ombudsman is expected around 2028. EPC C is due by 1 October 2030, with a £10,000 cap.
