The 2026 compliance landscape: why sector expertise matters

Property rules differ across sectors in 2026. Each property type has its own duties, dates and safety requirements, so the right compliance approach starts with knowing which rules apply.

Portfolio landlords

Portfolio landlords face a £40,000 maximum electrical penalty per breach under SI 2025/1043, in force from 1 November 2025. The Renters’ Rights Act 2025 brings periodic tenancies into force from 1 May 2026.

Estate & letting agents

Estate and letting agents need to follow the Renters’ Rights Act 2025. Section 21 ends from 1 May 2026, with the PRS Database due from late 2026.

Block managers

Block managers carry BSA Part 4 duties for relevant buildings. Fire safety work also needs to reflect BS 5839-1:2025 and BS 5266-1:2025 where relevant.

Student accommodation & BTR

Student accommodation and BTR operators need to account for residential PEEPs from 6 April 2026. These requirements focus on residents who need extra help during a fire evacuation.

Care homes & supported living

Care operators answer to CQC Regulation 12 and HTM 05-02 for relevant fire safety requirements. These duties cover safe premises for people receiving care.

Housing associations

Housing associations need to account for Awaab’s Law, Decent Homes requirements and social-sector EICR duties. The Warm Homes Plan sets an EPC C target for 2030.
