Regulatory Reform (Fire Safety) Order 2005
The main fire safety law in London. The Responsible Person must complete and maintain a suitable Fire Risk Assessment.
Fire Safety Act 2021
Covers structure, external walls, balconies, cladding and flat entrance doors in multi-occupied residential buildings. A fire safety assessment London must review these areas.
Fire Safety (England) Regulations 2022
Introduced extra duties for buildings above 11m and high-rise buildings at 18m or 7 storeys.

How Often is a Fire Risk Assessment Legally Required?

The Regulatory Reform (Fire Safety) Order 2005 requires regular reviews and a review when the assessment is no longer valid. An annual review is good practice, not a legal requirement.

The Fire Safety Order 2005 does not set a fixed 12-month review period. A Fire Risk Assessment review is needed after major changes, such as building alterations, change of use, new occupants, or a fire.

    Fire safety enforcement in London: who checks, and what happens

    The London Fire Brigade enforces fire safety rules across London, all 33 London boroughs (the 32 boroughs plus the City of London). Under the RRO 2005, officers can inspect premises and issue alteration notices, enforcement notices or prohibition notices where fire safety duties are not met.

    Yes. The Regulatory Reform (Fire Safety) Order 2005 places duties on the Responsible Person to complete a suitable Fire Risk Assessment, identify fire hazards and keep safety records for workplaces and shared areas in residential buildings.
    A private single dwelling is normally outside the Fire Safety Order. Shared parts of the building still need fire safety checks, including communal areas, escape routes and fire doors.
    A Fire Risk Assessment provides a written record with fire safety findings, identified risks and recommended actions. It shows how fire safety duties are managed.
    There is no fixed 12-month legal deadline. A review is needed when the assessment is no longer valid, including after building alterations, change of use, changes to occupants or a fire incident. Annual review is good practice, not a legal requirement.
